3月5日，《政府工作报告》起草组成员、国务院研究室副主任陈昌盛在国新办发布会上表示，延续更加积极有为的政策取向主要是以下考虑：一是形势有需要。今年外部环境不确定性很大，国内供强需弱的格局还在延续，存在一定的总需求缺口，所以需要加大政策调节的力度，用宏观政策的确定性去应对形势的不确定性。二是政策有空间。从国际比较来看，我国现在的政府负债率尤其是中央政府负债率还是比较低的，货币的降准降息应该说还有条件。另外，政策组合上也还有创新余地。同时，这个政策取向也是要向全社会传递宏观政策调控的延续性。
